On September 16, 2021, Hainan provincial government released the Implementation Plan for Deepening the Reform of "Separating License and Certificate" and Stimulating the Development Vitality of Market Entities in Hainan Free Trade Port.

Pursuant to the Plan, if business licensing matters are to be canceled, the enterprise shall provide relevant information in time so that relevant departments can implement effective management and safeguard public interests. Such licensing matters shall be converted from being an approval scheme to being a filing scheme. According to the requirements of Master Plan for Building Hainan Free Trade Port, as released by the CPC Central Committee and the State Council on June 1, 2020, if enterprise-related business licensing matters are governed by mandatory standards, administrative approval should in principle be scrapped and replaced by filing; market entities can provide an undertaking that they have met   licensing requirements and provide related documents, after which it can carry out investment and operational activities.
