On May 23, 2024, an announcement was published on the website of The People’s Government of Beijing Municipality to solicit public comments on Several Policies of Beijing Economic-Technological Development Area for Supporting High-Quality Development of Foreign-Invested Enterprises (these “Policies”), with a deadline for comments of May 29, 2024.

These Policies consist of 3 parts and 9 clauses. Specifically, in Part 1 (clauses 1-4), certain incentive policies will be adopted so as to attract the establishment of headquarters of multinational companies and foreign-invested companies in the high-end, refined and cutting-edge sectors in Beijing and to encourage foreign-invested companies to be involved in development of international services environment and make reinvestment. In part 2 (clauses 5-7), more efforts will be made to support establishment of foreign-invested research and development centers and international industrial parks, and innovation and entrepreneurship of international talents. In part 3 (clauses 8-9), services for the entire life cycle of foreign-invested enterprises development will be strengthened, and “one-stop” services target at international talents will be provided and improved.
